Government Clears Capitation Grant Arrears, Strengthening Basic Education in Ghana – William Boadi, EAI

Educate Africa Institute (EAI) commends the Government of Ghana for clearing all outstanding Capitation Grant arrears owed to public basic schools nationwide, covering the period from 2023 to date. This significant milestone will help stabilise the finances of public basic schools, ensuring they can deliver uninterrupted quality education to Ghanaian children.

The Capitation Grant remains a crucial source of funding for public basic schools, supporting the procurement of teaching and learning materials, minor repairs, and essential school management activities that directly impact the quality of education. This payment reflects the government’s commitment to the growth of basic education and the overall improvement of learning outcomes.

“By clearing these arrears, the government is empowering headteachers to manage their schools effectively, promoting accountability while ensuring that no child’s education is disrupted due to financial constraints,” EAI stated.

 

Educate Africa Institute appreciates the efforts of the Ministry of Education and the Ministry of Finance in prioritising the payment of these arrears despite prevailing economic challenges. We also acknowledge the patience and commitment demonstrated by heads of basic schools and teachers, who have continued to maintain teaching and learning activities during the delay in payments.

 

We encourage all school heads to utilise these funds responsibly, in line with the Capitation Grant guidelines, to improve teaching and learning conditions in their schools. EAI supports the Ghana Education Service (GES) in its plan to intensify monitoring to ensure accountability and transparency in the utilisation of the funds.

 

As an education think tank, EAI reaffirms its commitment to collaborating with the government and stakeholders to enhance school management, promote equitable access, and ensure quality education for every child in Ghana.

 

“This payment is a practical demonstration of the government’s resolve to strengthen the basic education sector and invest in the nation’s future through its children,” EAI emphasised.

 

The clearance of these Capitation Grant arrears is expected to create a more conducive learning environment, allowing students to thrive academically while strengthening the foundations of Ghana’s education system.
